When those involved in a construction project are under pressure to start work but the full contract has not been finalised, a letter of intent or PCSA can be used to provide short term security for both parties so that work can be commenced with an agreed level of legal and financial exposure.
At Heald Solicitors in Milton Keynes, we can identify the key issues and draft a letter of intent on behalf of the party employing the contractor, setting out their intention to enter into a formal contract, specifying the works that have been agreed upon and instructing the contractor to start an agreed level of work. Alternatively, we can draw up a pre-construction services agreement, so that a contractor can be appointed to perform services before the main contract is finalised.

A PCSA is generally used in a two-stage tendering process. It is a legally binding contract allowing the contractor to be engaged to provide an estimate of the costs and advise on the project and covers such issues such as how the work will be apportioned and how project management will be dealt with.
